Recent Grants in Rural Community Development

Sichuan Natural Resource Conservation and Development Training Center (SCTC)
Forestry College, Dujiangyan, Sichuan Province

For training QNNP staff and QNNP county leaders in participatory, community-based techniques of natural resource management. In September 2000, SCTC staff conducted a workshop in Dingjie County on participatory, community-based techniques of natural resource management for county-level officials from the QNNP counties. In addition, after familiarization visits to all four QNNP counties, SCTC designed and conducted a six-week training program for ten people involved in natural resource management in the four QNNP counties. The training was held at SCTC campus during the winter of 2000-2001.

Dingjie (Tingkye) County, Rikaze (Shigatse) District, Tibet Autonomous Region

For the purchase of examination preparation materials. The school prepared all materials, provided teachers, and implemented examination preparation classes.

For academic, computer, and English-language training for five individuals from Dingjie County.

For poverty alleviation and conservation training to 20 individuals from Dingjie County over a four-year period. Project managed and administered by the Education Bureau.

Dingjie County Qomolangma National Nature Preserve Management Bureau
Dingjie (Tingkye) County, Rikaze (Shigatse) District, Tibet Autonomous Region

For administrative costs and a poverty alleviation project consisting of a series of small village-run shops and businesses. Township officials monitored accounts.

Dingjie Health Bureau
Dingjie (Tingkye) County, Rikaze (Shigatse) District, Tibet Autonomous Region

For a health center project aimed at providing primary health-care services. Individual members pay membership fees; the township organized staffing and operation; and the Health Bureau arranged health workers for clinic doctor training and provided an annual medicine or cash contribution.

Villages in Minhe County
Minhe (Kamalog) County, Haidong (Tsoshar) Prefecture, Qinghai (Tsongon) Province

For construction of water boxes by villages in Zhongchuan and Qingye Townships and Maying District; and water cisterns by villages in Zhongchuan Township. Villagers provided all labor necessary for construction; and in the case of water cisterns also contributed $27.24 per family to hire skilled laborers.

Jingyuan Township Government
Jingyuan Township, Hualong County, Haidong Region, Qinghai Province

For preparation of materials for a workshop on maternal and child health care, including brochure, video compact disk, a workshop teaching aid materials, a medical survey form and miscellaneous expenses for workshop preparation and implementation.

Amount of Support: $6,636

Jingyuan Township Government
Jingyuan Township, Hualong County, Haidong Region, Qinghai Province

For building repairs and purchase of sports equipment at Jingyuan Central Primary School and for building construction and renovation at village primary schools in Dabma, Zongjo Worje, Thuwatsang and Thagkar Gya villages. Local government ensured that all schools were staffed with qualified teachers. Jingyuan Township
Government was responsible for building maintenance and formed a Township Education Work Team to encourage school attendance. Each village also formed a project management team to manage village participation in the project.

To construct a greenhouse at Jingyuan Central Primary School and repair and upgrade greenhouses at village primary schools in Thagkar Gya, Upper Korba and Lower Korba villages. The Township Primary School formed a
committee to manage participation in the project.

Recent Grants in Economic Growth for Rural Communities

Lamdak Village
Chengdu (Trindu) County, Yushu (Jyekundo) Prefecture, Qinghai (Tsongon) Province

For construction of and improvements to a cheese-making training center. Community participation included: provision of fresh milk for cheese-making and a building for storing and processing the cheese; accommodation and food for cheese trainers; cheese transportation and storage for marketing purposes. The village has designated a committee of local community representatives to allocate any revenues generated by cheese production.

Jigmei Gyaltsen School
Maqin (Machen) County, Guoluo (Golog) Prefecture, Qinghai (Tsongon) Province

For construction of a cheese-making training center. Community participation included accommodations and food for cheese trainers and arrangement of hygiene certification for sale and export purposes. The village has designated a committee of local community representatives to allocate any revenues generated by cheese production.

Gannan Tibetan Technical Training School
Hezuo (Hezu) County, Gannan Prefecture, Gansu Province

To run a two-and-a-half year vocational training class in automotive repair. The Gannan Tibetan Technical Training School was responsible for recruiting 37 students, administering the training class and issuing vocational middle school (zhong-zhuan) level certificates to graduates.

Women's Federation of the Tibet Autonomous Region
Qusong (Chusum) County, Shannan (Lhokha) District, Tibet Autonomous Region

To train 30 rural women in wool processing and weaving techniques. The Tibet Autonomous Region Women's Federation selected teachers for the training and Qusong County Government contributed the training space and food for trainees.

To train 50 rural women in wool processing and spinning techniques. Gangdui Township Government, Toga Village and Naisa Village constructed factory buildings and yards.

For a Tibetan medicine health worker training program. Partner contribution included classrooms and dormitories for trainees and salary subsidies for teachers.

Suo (Sog) County, Naqu (Nagchu) District, Tibet Autonomous Region

For Tibetan medicine herb cultivation. 10,000 square meters of land for cultivation was contributed by the local partner.

For the implementation of a Tibetan medicine health worker training program. Partner contribution included classrooms, dormitories, stoves and fuel, salaries for teachers, and job assignments for graduates.

Bonpo Tibetan Medicine Project
Naqu (Nagchu) County, Naqu (Nagchu) District, Tibet Autonomous Region

For the preservation and development of Bonpo Tibetan medicine. The local partner constructed a clinic, student dormitories, and a medicine storage room, trained apprentices, and established a revolving medicine fund.

Ganzi Prefecture Government
Ganzi (Kandze) Prefecture, Sichuan Province

For a four-year Tibetan medicine training program. The prefecture government and Prefecture Tibetan Hospital contributed tuition fees to the value of $12,591, as well as managing the program and providing dormitories, classrooms, and teaching staff.

Ganzi Prefecture Government
Ganzi (Kandze) Prefecture, Sichuan Province

For a prefecture-wide health training program of county-level doctors of western medicine. The prefecture health bureau selected trainees and organized their training placements. Graduates are required to work at their county hospitals for a minimum of ten years, where they will be responsible for training junior staff, developing research, spreading new technology, and giving professional guidance.

Tsongon Lake Tibetan Clinic
Gonghe (Chabcha) County, Hainan (Tsolho) Prefecture, Qinghai (Tsongon) Province

For the purchase of medicines to establish a revolving medicine fund. The grant contributed to the ongoing management of the clinic.

For a three week training course in rural clinic management including modules on public health practice.

Grants to Other Organizations Supporting Rural Development in China:

Associazione per la Solidarieta Internazionale in Asia (ASIA)
Rome, Italy

For approximately 30% of costs of construction of a water barrage to protect the village of Khorjag, Pulan (Burang) County, Ali (Ngari) Prefecture, Tibet Autonomous Region from flooding and 60% of costs of restoration of the Khorjag temple. Additional funds were raised by project partner and implementing agency ASIA.

  • Development Organisation of Rural Sichuan (DORS)
    Hanyuan County, Ya'an Prefecture, Sichuan Province

For projects in community forestry and rural energy. In addition to management assistance from the local township government and room and board for DORS staff, local contributions within the forestry project included: labor for tree-planting and tree farm management. For rural energy projects local communities provided room and board for the stove engineer, labor, materials transport and 50 RMB per stove for materials. The local contribution for electricity installation projects included labor, transport of materials, pylons and wiring, and for solar energy projects, transportation of solar panels and travel costs for demonstration.

Development Organisation of Rural Sichuan (DORS)
Hanyuan County, Ya'an Prefecture, Sichuan Province

For a rural women's micro-credit scheme. DORS used grant funds to furnish credit to approximately 300 women, predominantly from villages classified as "poor" by the government's Poverty Alleviation Office. The credit provided the opportunity for the women to diversify their household economic activities and generate additional income.

Rural Women Knowing All Magazine
Beijing Municipality

For equipment to furnish and run the Rural Women Knowing All Vocational Training Center for rural women from all regions of China. This Trace Foundation grant contributed to the ongoing work of Rural Women Knowing All Magazine to provide practical skills training to rural women.

Dagyab Association
Dusseldorf, Germany

For a two-year Tibetan medicine training program in Chaya (Dagyab) County, Tibet Autonomous Region. Project partner and implementing agency Dagyab Association contributed additional funds.

One H.E.A.R.T. with the participation of the Dutch Red Cross

For a three-month skilled birth attendants training in Lhasa, Tibet Autonomous Region. Project partner One H.E.A.R.T. contributed $50,000 worth of medical supplies as well as $15,400 in airfare, permits and visas for a U.S. trainer on rotation. The Dutch Red Cross contributed $4,215 in travel expenses and translator's salary. One H.E.A.R.T. and the Dutch Red Cross selected the trainees.
