| Program in Education - Tibetan Medium Higher Education Scholarships |
| The objective of Trace Foundation’s Tibetan Medium Higher Education Scholarship Program (TMHES) is to provide strategic support to individuals and institutions that can contribute to the future development of Tibetan communities within China. Its specific objective is to help develop and improve the system of Tibetan mother tongue education in China. We place special emphasis upon providing support to those working in the Tibetan medium education sector. Given this particular background, we only consider applications from individuals who have both spoken (any dialect) and written Tibetan proficiency. Trace Foundation’s Scholarship Program was officially launched in 1999. By 2006 we have directly supported over 300 individuals for higher educational studies. Of the 300 or so individuals, 32 have been trained for postgraduate degree studies at universities outside of China, and the rest pursued studies at various levels in higher education institutions within China. In addition to individuals directly supported, we have also, by the end of 2005, provided domestic scholarships to about 100 Tibetan medium senior high school graduates for the first year of their college studies (see Senior Middle School Graduates College Scholarships below for more information), and to nearly 400 meritorious-impoverished college undergraduate students through special arrangements at relevant higher education institution within China (see Institutional Meritorious Impoverished Student Awards below for more information). Currently Offered Scholarships Trace Foundation currently offers the following types of scholarships: 1. Undergraduate Scholarships Starting from 2005 we no longer accept direct applications from individuals for support at the undergraduate level. Undergraduate scholarships are currently offered only through the following two means: Senior Middle School Graduates College Scholarship This is a special scheme to support current-year graduates of high schools that we have partnered with in our regional education projects during their first year of undergraduate study. In 2005 we awarded a total of 66 students within this category. For 2006 we expect to increase the number to at least doubling the 2005 quota. The amount of individual awards will generally not exceed 3,000 RMB. Due to limited resources, we cannot accept applications from individual senior middle school graduating students outside the participating schools listed above. Institutional Meritorious Impoverished Student Award Through block grants to key regional partner institutions, Trace Foundation offers one-year scholarships to meritorious impoverished undergraduate students in the second year of their undergraduate studies and above. Trace Foundation is planning to expand this scheme to other institutions that have a large number of undergraduate students from Tibetan areas. We expect to provide support to up to 225 individuals in this category in 2005. The amount of individual awards varies, according to the guidelines established in cooperation with the partner institutions, but generally does not exceed 1000 RMB/year. Due to limited resources, we cannot accept applications from currently enrolled individual undergraduate students outside this scheme.
Postgraduate scholarships target individuals who pursue Maters and Doctoral degree studies and who have participated in and contributed to (and will continue to do so after finishing studies) the development of Tibetan medium educational system. Currently we offer the following three types of scholarships under this framework. Post-Graduate Bridging Scholarship (PGBS) This scheme offers support for up to one year of intensive booster courses for individuals who have taken graduate entrance exams but have failed to be accepted to a graduate program due to a weakness or deficiency in one subject area. Applications will be considered from individuals who are graduating from undergraduate programs in the current year, or who have graduated within the past two years (i.e. applicants who are seeking support beginning in 2005 should have obtained their undergraduate degree in 2003 or later). Applicants must provide their scores from their most recent attempt at the graduate entrance exams as soon as they are available. Applicants should specify which subject they need additional training in (e.g. English, Chinese, math, etc.), and should demonstrate strong performance in all other areas of the graduate exams, particularly in their chosen field of study. Strong preference will be given to those individuals who can demonstrate high levels of Tibetan language proficiency (both written and spoken), and to those who are proposing future post-graduate study in fields related, in one way or anther, to Tibetan medium education. We expect to award up to five scholarships in this category per year. The amount of individual awards will vary, but generally will not exceed 10,000 RMB per year. Post-Graduate Direct Scholarship (PGDS) This scheme offers up to three years of support for post-graduate degree studies in the PRC. Applications will be considered from individuals who are graduating from undergraduate programs in the current year, or who have graduated within the past two years (i.e. applicants who are seeking support beginning in 2005 should have obtained their undergraduate degree in 2003 or later). Applicants should have already taken the graduate entrance exams and be able to provide information about their admission status, including information where their overall score is ranked in the admissions list for their chosen program. Strong preference will be given to those individuals who can demonstrate high levels of Tibetan language proficiency (both written and spoken), and who are proposing future post-graduate study in fields related to Tibetan medium education sector and can contribute to its development as their future career directions. We expect to award up to fifteen scholarships in this category in 2005. The amount of individual awards will vary, but generally will not exceed 8000 RMB per year. Professional Training Scholarship (PTS) This scheme offers support to established Tibetan professionals (generally those with three or more years of relevant work experience) to pursue training that will help them develop their professional skills and pass that knowledge on to others. In particular we are targeting professionals whose past professional experiences, proposed studies, and future career plans are all linked in one way or anther with the development of the system of Tibetan medium education. We expect to award up to fifteen scholarships in this category in 2005, including up to five scholarships for international study. The amount of individual awards will vary, but generally will not exceed 15,000 RMB per year for domestic study or $30,000 per year for international study. Review Cycle and Application Submission Deadlines Applications for Trace Foundation’s Post Graduate Scholarships are reviewed once a year in May. In order for you to successfully enter the scholarship competition, you must meet the application deadlines as follows: Deadline for submission of pre-screening material: March 1. By March 1, all first time applicants must have submitted the following material:
Deadline for submissions of complete application material: April 30. By April 30, all applicants must have submitted all the necessary material needed for a complete application packet. If by April 30 you are not able to provide a complete set of application material, your application will be postponed for the next review cycle in the following year.
